I agree with Jim. Sounds like a bad or corroded window switch, but before taking it apart or buying a new one, swap the driver and passenger switches and see what happens. If the window now works fine but the other one doesn't then you know for sure the switch is causing the problem. If you do take it apart to clean the contacts, just be careful with those two tiny springs in there. They can be hard to find if you drop them.
