No, white letters (and white walls for that matter) are a layer of
white rubber. Final outer layer of black covers everything except what
is supposed to be white.

Ever notice how old white walls look frayed? Is outer layer coming
off, exposing more of white layer.

Raised letters on inside (outside after turned around) are especially
vulnerable to having outer layer rubbed off. They do stick out...

That's why black letter always preferable to white letter turned around.
