In technical lingo it holds the system rest pressure up so under a hot start condition the engine can start without the control presure regulater. It also takes out any pulsations that might be caused by the fuel pump. What it really means to you is if you are having trouble restarting the car right after you shut it off or very soon after (before it has a chance to cool down) then you might need to replace it.
