how to get to washer fluid reservoir?

Hey list,

ever since i got my car the washer fluid reservoir won't pump and it leaks. i 
want to get it working again but all the screws that hold the pan up just 
spin in place!! not much room for a drill. 

any ideas? i don't want to remove the quarter panel just for this. it's not 
THAT big a deal since my car never gets that dirty anyway. but it's the only 
thing on my car that doesn't work.
