washer/wiper woes

My washer does not work. The jet I discovered is also missing. Just 
an open hose fitting at teh end of the line.

Also my wipers only work in speed one. Anyone venture any guesses or 
test procedures?

If the motor is suspect, how do I get to it to pull it?
