you may be able to get greenpeace to help foot the bill on getting these
dies out of the water. If the dies are attached to fish netting that is
currently no longer being maintained I'm sure they would have an interest in
having the unattended nets pulled up.
if I remember correctly I think fishing companies are suppossed to keep
records of where they put there nets down. 1)so that other fishing co.s dont
drop nets ontop of there nets. 2) because they are suppossed to keep records
of non-desirable animals (whales, dolphins sharks) that get tangled in those
nets. Of course I could be wrong here, but I think this legislation happened
around the time when dolphin safe tuna was popular. (Granted that was a USA
thing, but maybe it's international).

I think you are reading that statement wrong, try reading it this way...

It says nothing about the molds being restored. They are still under water
holding down useless fish nets.
