You can also check with Equifax. They also keep tabs on these kind of
things.
What don't they keep tabs on!?

A carfax shouldnt show you the owners. We use to run carfax all the
time at work and it didnt show who the owner was. The best bet would
be to find a police officer, an insurance agent or someone at a car
dealership that you know very well to run an NICB report on the
vehicle. This will show you the police reports and insurance claims
taken out on a certain VIN number or drivers license.
