[DML] Cleaning burnt stainless panel

Hello,
I recently bought a used stainless steel panel that was involved in a 
fire. It is pretty black and needs a good cleaning up. My car is black so 
it will be painted anyway but I need to get it clean first. what should I 
use for cleaning it? I tried a Amsoil metal cleaner but that didnt work. 
any ideas?
