Where did you see the 20 degree figure ? The pulley needs to be rotated to the 13 degree mark, which is cyl #1 TDC. Keep in mind that there are two TDC marks on the pulley, one for cyl #1 and the other is for cyl #6. Be sure you are using the correct mark.
