Unfortunately there are no removal or installation instructions for the
dashboard.

The fuel tank removal is described at B:01:01 In the DeLorean Workshop
Manual. This procedure requires a lift and should be left to a qualified
service facility.

Relay locations are at M:07:02 in the above publication.
