[DML] Are these relay problems?

Last night was the first night I have gotten to really use my heater and the 
fans for it. After doing this most of the day, I found that after cutting 
the car completely off, the fans would run for 2 or 3 extra seconds. Also, 
the horn quit working yesterday. Now, I know the horn has problems about 
getting wet and not working, but how about those fans? Is that a relay 
problem? I haven't tackled the relays yet, was planning on doing that next 
month, so I don't know if they have been updated or not. Thanks!
