What you are probably thinking of is a pop-off valve, which is different
from a blow-off valve. Sometimes a blow-off valve is called a bypass
valve, which I think is a better name for it because it doesn't really
blow off.
A pop-off valve is present on some high-boost cars as a safety feature for
preventing excess pressure from developing. It isn't needed on the
DeLorean because none of the DeLorean turbo kits generate enough boost to
need that sort of safety feature.
