Air bags were available at the time DeLorean was producing the car.
However, since they were not mandatory (and with the Reagan
administration killing the requirement for such), John did not install
them. 

The parts for air bags WERE available and were mass produced starting in
1974. I have three airbag cars from the 70s and they are better air
bags than in cars today.
