In gearhead-speak, a "short block" refers to an engine assembly consisting of the block, crankshaft, and pistons all put together. A "long block" refers to the whole engine, cylinder heads, waterpump, and all, but probably without intake manifold or injection assembly. A "Complete Engine Assembly" is how you would pull it out of the car.
It is best to ask, different people have different definitions.
They all refer to the same PRV engine, just more or less of it.
