[DML] Engine Vent Cover Hinge

I was wondering if anyone knows of the best fix for the following problem. I 
have searched the back issues but not a found a related post. On the engine 
vent cover there are two hinge brackets. There are two bolts on each bracket 
that bolt to the engine vent cover. one of my bolts came off when I was 
snugging up the nut. It looks like the bolt is actually only a threaded stud 
tacked onto the hinge bracket. Has anyone had a similar problem where the 
bolt has come off the bracket? If so I was wondering how they fixed it. I 
was worried about tack welding it back on because there is such a small area 
to work with and also I did not want to damage the finish on the hinge.
