I've been driving with no front license in New Jersey, (a two license state,) 
for years with no front plate and no problems. The second plate lays on the 
shelf in back, in plain view of a policeman standing alongside. I take it 
through inspection that way too.  No problems, so far. I have a no-drill front 
bracket but I've never installed it.
