Not continuously, but a quirk of the K-Jet system means the RPM relay 
(which powers both fuel pump and frequency valve) often gets fooled into 
"seeing" ain ignition signal when you first turn the key. It should 
switch off after a second or so. If it doesn't then you may have a 
faulty rpm relay.

When you let go of the plate, the plunger should follow it and all 
injectors should turn off. Do the other injectors turn off? You 
shouldn't test one injector while all the others are still mounted as 
you'll be filling the inlet/cylinder up with fuel.. Sounds liek a faulty 
metering head. If they all carry on spraying, it's the plunger, if one 
carries on spraying, it's the head.
