That is the wire connecting the O2 sensor. If the wire is too short the emergency brake cable will hit it and knock it loose. Cut the wire tie inside the frame and stretch the wire out and route it so it doesn't get hit by the cable. Clean the connecting ends up before reconnecting. The connections should be clean, this is a very low voltage circuit and any dirt (resistance) will affect it.
