Sounds like a scam to me.  How many people are going to get refunds on those tickets when 55000 tickets aren't sold?

Not a bad return.  Must sell $55,000 worth of one $1 raffle tickets 
before the car is raffled.  Let's see that's more than 100% rate of 
return on a  $20,000 delorean.
