You didn't mention the outside temp but, the pressures look ok. What
is the fan speed? Any modifications to the system? Max is only a
recirculation of air and a shutoff of the heater valve - there is no
built-in continuious clutch mode (at low speeds) like some older GM
cars, etc. The most air moves across the evaporator at max so a
slower cycling would be normal until the low side pressure drops
enough - which in your case you should be near refrigerator quality.
