Still sounds like the RPM relay. Jump it. If the car keep running it was bad. You do need to have it, it's function is to shut off the fuel pump if the engine stalls. When it fails you get exactly what you are getting. I'd also jump around the inertia switch and see if that fixes it. They have been known to fail internally. The inertia switch directly grounds the fuel pump.
