The rod you are referring to is a metal grounding rod. With fresh fuel it should not rust. Once it sits and the fuel gets old all kinds of bad things happen. You need to remove all of the parts, clean everything up, and replace anything that is damaged. Figure on also rebuilding the brake and clutch systems, replacing the battery and the tires and all of the struts. You should be calling your favorite vender and making up a list. If you are not confident of your skills you need to find someone who can do the work or teach you how to do it.
