Realistically, for the historical significance of the car, I think the price that would buy it is definitely "minor league". Well below the mid-five figure range. 
Because of the unique, one-of-a-kind nature of the car and many of its parts, a restoration in the literal sense would probably be impossible as no one knows today for sure what it looked like when completed. 
A thorough cleaning would be a good first step. Then separting the body and frame for a good look and frame restoration would be in order to prevent further deterioration.
