The plunger box is your inertia switch. If it's up then it's broken somehow - 
normal behavior is for it to be recessed in the box, and only pop up during a 
rollover. Push and hold the plunger down and try to start the pump, or make a 
jumper and take the switch out of the equation - with the switch tripped "up" as 
you described, you're not getting ground to your fuel pump.
