I believe it's federally mandated to have a catalytic converter
installed. Technically you can get away with it if you don't have
inspections, but it's still required.
There are performance cats available that have a measured loss of 1
horsepower or less at the wheels. I'd look into one of those if you
want a completely legal solution without losing the power and economy.
