Farrar - I've never seen a PCV valve fail on it's own.  I have had them plug
up and stop operating, but a quick squirt of some brake cleaner frees 
them up so they work again.  If a car has been sitting for some time, 
I could see where the PCV valve might glue itself closed on some
residue.
