Static electricity will actually discharge through a rubber hose. 
It's VERY high voltage, almost no current. 
I suppose you could leave the wire out as an experiment and tell us 
what happens. Just stand back when you put the filler nozzle into the 
car. But I don't see a problem with it being in there, it's pretty 
inert. 
There is usually a sign on gas pumps directing you fill portable gas 
cans/tanks with the tank sitting on the ground (rather than in the 
trunk of your car). Even though it's a plastic can, there's a reason 
for this.
