If you are positive it is not the tires....
 
Sounds to me like you may need a brake service.  Is everything OEM, 25  years 
old, original stuff?  If so, better to replace it.  Just because  it 'looks' 
good, doesn't mean it performs well.  Be sure to replace all the  brake 
caliper hardware like the pins and springs too.  Grease the slide  pins and properly 
break in the pads and rotors.  Finally, flush the whole  system out with 
Castrol GTLMA dot 4.  
 
Also, be sure to check if the steering wheel has any play in it.   Follow the 
column to where it goes through the firewall.  Is the rubbing  bushing still 
there and is it damaged?  If so, replace it.  Follow the  column out of the 
firewall and see if the two universal joints are showing  play.  Then see if 
there is play going into the steering rack.  
 
Finally, get a good alignment done.
 
All of these things will affect the stability of the front end.
