The instruments cluster power and ground are supplied through the connectors to the printed circuit foil. It well may be that some of the brass fingers have loosened from the foil and short at the connector. There are some ground connections under the dash, but I am not sure whwhich one runs to the instrument cluster. My D had loose fingers. Used second glue to stick them to the foil. Works great when applied modestly.
