I cannot find any mention of it in any documentation I have. Maybe James Espey can find something in early records because it appears on even the earliest production cars. It appears to be an add-on ie, it has it's own harness and the bracket it attaches to is attached to the diagnostic plug bracket as an additional piece. It's purpose is to jump out 1/2 of the ballast (compensating) resistor to provide a hotter spark during start-up. Using the relay electronically isolates the starting circuit from the ignition circuit preventing any possible back-feeds.
