Hello...  as to the historic plates the NYS DMV is on line and may be  able 
to answer that  question.  As far as emissions test:  Not  required.  If you 
get a stickler they may want to see a catalyic convertor  on the car.  Since 
emissions testing is not required for any car prior to  1995 I would not be
