It is "not a good thing" to have the fans run constantly. You will overheat the wiring and prematurely wear out the fan motors. The otterstadt switch should only turn the fans on when the coolant gets hot enough and then with the fans running it should quickly cool the coolant enough for the fans to shut off for a while. This is very dependant on the ambient temperature. Even when you turn on the A/C, the fans are supposed to cycle on and off when the compressor cycles on and off.
