I hear tell that tail lights and tag brackets were affixed to the rear
fascia in one of two ways, rivnuts and "some other way". 

I think I'm the other way. I had little metal squares with a threaded
hole for the attaching screw. Is this a rivnut? I don't even know what
a rivnut is. :) (I was told to take pride in my humility) Many of mine
have rusted and come free from the fascia.

What's the best way to repair this? Some of the holes have been made
slightly larger in size when the metal rotted out.

Please tell me this isn't a "get a new fascia" kind of repair.
