See page 126 of the Technical Information Manual (Diagnostic Chart). 
7 Volts is in spec. It should be 6-8 Volts. 8-12 Volts means a Bad 
ground connection, 12 Volts means a Break in primary coil winding or 
ECU module not conducting.
