Classic symptom of a fuel pick-up hose either damaged or not 
installed properly. The hose goes from the bottom of the pump to the 
fuel pick-up screen in the bottom of the tank. A hole in the hose or 
a loose hose will cause this. The fuel pump picks up fuel until the 
fuel level goes below the pump at which time it picks up air.
John Hervey's specialTauto.com has some good info on the fuel filter 
and the different types you can encounter.
