steering rack question

I checked the past archives but I still need to know what is 
acceptable play on the left hand side tie rod that comes out of the 
steering rack. I flunked my inspection because of it.The rack arm 
allows some movement in all directions. Is this normal and if not is 
there a bushing that can be repaired to correct this. The car has 
22,000. miles on it.
