Massachusett is not unique. Colorado and many other
states require a front license. I have been pulled
over by the Highway Patrol in Utah strictly for not
having a front plate. 
However, you don't have to make the bracket - the
DeLorean vendors sell a bracket which does just what
you describe. To eliminate the rattle and the
possibility of scratching, I put stoppers on the bolts
which hold the plate on the bracket (stoppers=just
like those rubber things on the ends of the door
closure lights).
