fuel enrichment

Hello List,
My car hasnt been running in about a month because my ECU went bad. I 
just got a new one today and now I have run into another problem. The fuel 
enrichment circuit unit is not buzzing when the car starts or when jumped. I 
even jumped it from the RPM relay and all I got was a click from the lambda 
relay but no buzzing.(I had a rubber band around the full throttle 
microswitch while doing this so it would operate.) I checked the connections 
on the relay and they are fine and I even rewired it back to the enrichment 
unit and still nothing. what could be the problem? any ideas?
