[DML] Spare tire strap

After seeing several pictures of D's with straps over the spare tire, 
I have to ask whether or not this was a standard item. My car has none,
and doesn't appear to have ever had one. 

Is this another factory peculiarity, or did the previous owner of mine
decide to keep a souvenir?
