Technically, this shouldn't matter *too* much.  Yes, you'll get a much  more 
accurate MPG rating this way, but if all he's getting is 36 miles out of a  
1/4 tank (this is what, 3 gallons?)... something has definitely gone terribly,  
terribly wrong.
 
I agree with John; replace your O2 sensor.  Then check your  braking systems, 
etc etc.  Look under your car; are you sure you don't have  a fuel leak 
somewhere?  Then make sure your fuel-sending unit = A-OK.   A false reading from 
the gauge could "emulate" other problems.
