I know that it requires a 3mm Allen wrench to turn,
maybe that'll help.  Unfortunately, I don't know
specifically, but I do know that much =P.

In Florida, they don't do emission requirements. 
Search back through the DML messages; I know I've seen
multiple individuals post about this.
