Interesting, you bring up the freon model. I also remember that early
proof of concept model.
One of the very unique things about water, as a working fluid, is its
latent heat of vaporization. It is 1000 BTU/lb.
No other heat transfer fluid has a latent heat of vaporization this
high.
What this means is that when you convert the liquid to a gas, you can
run it through multiple turbines and still continue to extract energy.
Over gases, with lower heat of vaporization, will condense.
That is why water is used in steam turbine power generation.
