Sure, it could be. If you'll recall, I liked to discuss religion &
politics on this board when I was first here. Then the membership
voted to remove it. Even as a moderator, I am accountable to the
membership here. Therefore, you could say I am enforcing a ban against
myself, as well as against others.
However, I like to think a web based forum could get away without
banning most topics by creating separate sections for them. If
DeLorean enthusiasts want to discuss politics, maybe there could be a
section for it, as opposed to a ban. The only reason bans and
moderation are so heavy on email lists is due to the nature of the
technology: When you have several hundred people on a list, and
content strays even slightly from the intent, the moderators get a
pile of messages from angry people. They're angry because the material
is being delivered straight to their inboxes and most people don't get
the "Just delete it if you don't want to read it" concept.
Whereas, on a web based forum, you just don't visit (or subscribe to)
the sections you don't want to see.

No, not really. It's a responsibility. Problem is, most people don't
view it as such.
People usually abuse the power given to them.
