Are they not paying or are they not filing???  There is a huge difference,
like jail time and collection.  If they are simply not paying there is
nothing for you to gain, nor the IRS.  But if they are not filing then there
is a possibility of collection and jail time.  

The 15% is only what is collected.  If they have nothing the gov will get
nothing as will you.  I know a few people who had financial problems and owe
the gov a lot of money, but they continue to file each year and therefore
are in no danger of jail time or collection.

My fiancee was going to turn them in but decided since they were 
roomates it would be best to let it slide. Apperantly she did the 
homework on it. I don't want to do it for the money although it 
would be a bonus but I see as the same as mexicans that come over 
here and live off of our tax money. We all have to pay taxes so they 
should too. It really grabs my ass, people like that.
