There could be several reasons; the first two that popped into my mind are:
1. Perhaps it doesn't work. Just because a patent is issued doesn't
mean the thing works. There are patents for all kinds of crazy,
impossible ideas.
2. Perhaps it does work, and the patent holder is asking insane
licensing fees, or flat out refusing to allow production. If you built
one, you'd be in violation of their intellectual property.
Most likely, it just doesn't work.
