Brandon,

There is a big difference between a government contract and being an 
emergency response personnel.

FEMA Emergency response personal are pre-qualified to be available in 
case of an emergency.  The contract is ALREADY signed and negotiated.   
Yes, my staff has worked as an emergency responder for FEMA,  going to 
PR for hurricane damage.

My point is FEMA is NOT Calling up PRE QUALIFIED emergency response 
personnel.  THEY ARE negotiating NEW CONTRACTS while people are dying?

CERT people have been ready to go since day one!!!

WHY???????
