Do you understand supply and demand?  To believe the theory presented, we
have to keep people dependant on oil, so to do that we need to delay the
rebuild time just a little bit, raise the prices during this time, then get
the refineries going just in the nick of time.  

All of this needs to be perfectly calculated so people don't start looking
into alternative fuel sources.  For this to work, one would need to believe
we can screw everything else up so perfectly, but yet can figure out how to
pull this off, on a nation wide scale, all within a few days.  Oh yea, that
would be a conspiracy theory.

My point was, why rush to rebuild the refinery??  They
will not loose money if they wait a few months, or
years..  heck, they will make more.

And when the "shortage" is over, the price will never
go back.
