There's something similar here - I think it's basically white spirit
mixed in to bring the viscosity down and encourage the glycerine to burn
at a lower temperature. Bio-diesel has had the glycerine chemically
removed in a process called Transesterification using sodium hydroxide
and methanol

Over here farm vehicles have tax-free diesel fuel dyed red. If you run
that in a road car = big trouble if caught
