What about driving it without the AC belt on it?

Start systematically and go back through every part of the car that was
touched.  Was the entire hose changed?  Maybe it was something as simple
as
one of the coolant hoses being pinched.

Does the AC compressor cycle?  or just stay on?

Did the problem start after your AC work was done?

Give your AC guy a call, ask him if he
changed/replaced any of the compressor oil.. Also ask
if he checked the high and low pressures to make sure
they were correct.  Just because the AC makes the car
cold does not mean it is working properly.
