Same problem in London. There are extremely tough emissions laws over
here, and now there's a congestion charge to entering London during the
day.
And what vehicles are exempt? Frigging London buses - and there're still
a large proportion of those ancient ones plodding around. I once heard a
statistic which I can't really remember but it was something like 80% of
air pollution in London was caused by the buses.
FWIW the one that went bang the other day was a new one.
